We must preserve the distinction between demand inducing advertising versus that directed to help one particular brand (doctor/practice/hospital). The latter, if honest, has to be considered perfectly fine. The former, though perhaps justified on the basis of "education of under-served populations" is apt to induce worry, increased consumption and spending all with no increase in public health or happiness.
